*Dakkar rests on the banks of the Rime River north of Seer's Lake. A large stone bridge crosses the Rime river on the main road leading into town. At Dakkar City end of bridge entering the city all must past a monolith with city rules printed in several languages.
*Laughing Dog Inn & Tavern is one of the cities oldest and most popular establishments. Food, drink, and rooms to rent can be found here.
*All races/species are welcome in Dakkar, so long as they follow the city rules.
*Dakkar city is run by half-orc men lead by a the Bloodmaul Gang which rules through brutality, fear and cunning. Most larger businesses are directed to one of the "vassal" gangs. Paid protection fees are mandatory for those wishing to stay in business.
*Soladari, Athrax, and Iron Conclave are represented in the city.
*City Permanent Resident Population is around 30,000 beings of various species.
*Grand Arena run by Moonstone Organization is a neutral area amongst all other organized gangs and organizations. The Moonstone Organization runs all betting in the Grand Arena. Both lethal and non-lethal combat matches by slaves and free men. Interference or cheating in combat bouts will result in stiff punishments.
*Slavery is allowed and popular! All slaves must wear collars identifying their owners at all times. Slaves are expensive property therefor theft or damage of a slave owned by another person without prior permission is illegal. Breaking this law will result in swift and brutal punishment ranging from maiming to enslavement. The Great Slave Market located at the center of the city boasts slaves of every imaginable species.
*Dakkar hosts many brothels and bathhouses. Most run by various gangs and criminal organizations. Like slaves prostitutes, both slave and contract are considered valuable property. Damage by another person without prior permission is illegal. Breaking this law will result in swift and brutal punishment ranging from maiming to enslavement. Non-payment for services rendered will likewise result in punishment.
*Magic use is prevalent though use resulting in large scale damage, murder, and public disruption are dealt with by "The Circle of 8". The Circle of 8 is a wizard conclave known for its use of dark magics, magical experimentation, and highly skilled battle mages. Eight Arch Wizards run the enclave.
*Dakkar has multiple apothecaries and brewmasters offering a wide range of products. These Businesses are under the protection of The Bloodmaul Gang.
*Any large scale damage to the city such as arson, poisoning of water wells and/or food supplies, or city infrastructure is forbidden. Such acts are dealt with by The Bloodmaul Gang. Breaking these rules will result in perpetrators being flayed, crucified and/or sent to The Circle of 8 wizards for experimentation.
*Dakkar has no official money instead works on a system of barter of goods and services. Pure metals such as gold, silver, and copper as well as gemstones are accepted.
